The Pennsylvania Rehabilitation Council is a statewide citizens group created to advise the Pennsylvania Office of Vocational Rehabilitation (OVR) how well its programs and services match the needs of people with disabilities. Fifty percent of the Rehabilitation Council members are either persons with disabilities or have family members who are persons with diabilities.

CPARC is the Cumberland-Perry Association for Retarded Citizens. Our mission is to improve the general welfare of individuals with mental retardation. This is achieved through our many programs and services offered for individuals with special needs, and their families. Administrative offices in Carlisle support programs and services in Cumberland, Dauphin and Perry counties.
